Do pedestrians always have the right-of-way in California?

Not always. Drivers must yield to pedestrians in marked and unmarked crosswalks under Vehicle Code section 21950, but pedestrians also cannot suddenly step into the path of a moving vehicle that is so close as to create an immediate hazard.
